Barb Panel Plus Privacy Notice

At Barb Audiences Limited, we’re committed to protecting your privacy while helping the UK media industry understand how people watch TV. This policy explains what personal data we collect, why we collect it, who we share it with, and your rights under UK data protection law.

1. Who we are

Barb Panel Plus is run by Barb Audiences Limited (“Barb”, “we”, “us”, or “our”), the UK’s independent TV audience measurement body. We help broadcasters, advertisers and media agencies understand what people watch and TV viewing trends through anonymised data.

2. What information we collect

When you watch certain participating channels (see the full list here) and take part in the Barb Panel Plus, we:

  • generate a random Device ID – this is linked to your TV or set-top box only, not to you personally;
  • collect Viewing data – which channels were watched and when; and
  • collect Basic technical details about the device – the make, model, software version,
    time of access, and any error logs.

Basic technical information is automatically collected as part of how data travels through digital systems – it helps us and our technical provider:

  • Make sure everything is working correctly (e.g. spotting technical faults),
  • Understand what types of devices are being used to watch TV,
  • Ensure the audience data we report is accurate and reliable.

We do not collect your name, home address, precise location, IP address, or anything else that directly identifies you.

To further protect your privacy, each Device ID is randomly generated and automatically replaced every 6 months, meaning we cannot track devices over long periods or link data back to a household.

3. How and why we use your data

We use these data to understand how people across the UK watch TV. Viewing information is combined with data from other households to produce anonymous, aggregated audience viewing figures.

These figures are essential to the UK TV industry. They help broadcasters, streaming services, advertisers, and agencies make better decisions about what programmes to invest in, how advertising is delivered, and the future of television.

We want to be clear:

  • We do not try to identify who you are
  • We do not use your data to target advertising to you.
  • We do not sell your personal data.
  • We do not track your activity across apps, websites, or online services
  • We do not build an individual profile of you for personalisation or marketing purposes.

Our goal is simple: we measure what people watch, not who they are.

4. Legal basis for processing

We rely on:

  • Legitimate Interests – to carry out audience measurement that benefits the UK media industry
    and helps ensure diverse, high-quality TV content.
  • Legal obligation – in some cases, where broadcasters are required to demonstrate that they
    are meeting public interest and audience needs.
  • Public interest – where relevant, as Barb serves a research function of broad societal value.

5. Who we share your data with

Your individual device data is never shared in a way that could identify you.

We only share anonymised or pseudonymised data, and only where necessary for analysis. The data we share does not identify individual TVs or households. We share this data with:

  • UK broadcasters and streaming platforms
  • Advertisers and media agencies
  • Industry bodies and academic researchers
  • Media Regulators

These recipients do not receive directly identifiable data, and are not permitted to attempt to re-identify anyone.

We also work with trusted processors who support our technology and services. We have contracts in place to ensure they handle your data securely and lawfully.

6. How to opt out

You can remove your TV from being measured at any time by pressing the 🟡 Yellow Button on your TV remote.

All TV remotes have a working Yellow Button. Once pressed, your TV will stop sending any new viewing data to Barb Panel Plus.

Please note:

  • This does not delete any data that was already collected before you opted out.
  • That data is already anonymised and cannot be linked back to you or your household.
  • We never collect your name, address, or anything that directly identifies you.

Please note that for participating BBC channels, limited device ID and anonymous viewing data are always collected. This helps ensure those channels are meeting audience needs and is required to comply with UK legal obligations.

Even if you don’t opt out, we never collect your name or personal identifiers, and all reported data remains anonymous.

7. Data Security

We apply strong technical and organisational security measures including:

  • Encryption
  • Access controls
  • Secure processing environments

All data is stored in the UK or EEA. If any transfer outside this area is needed, we use safeguards to make sure it’s protected to the same high standards.

8. How long we keep your data

We only keep data for as long as necessary to support our audience measurement work and produce viewing reports. Afterwards, it is securely deleted or fully anonymised.

9. Your rights

Barb is committed to protecting your privacy and complying with UK data protection law.

Because we do not collect any data that directly identifies you, and Device IDs are rotated every 6 months, we cannot reidentify you from the data we hold. As a result, certain data protection rights – like access, correction, or erasure – may not apply.

To further protect privacy:

  • Device IDs are randomly generated, not linked to your identity.
  • Device IDs are rotated (automatically replaced) every 6 months, so past data can’t be traced
    back to you.

You do have the right to opt out of Barb measurement at any time. You can do this by pressing the 🟡Yellow Button on your TV remote.

Barb Website Privacy and Cookies Notice

Effective Date: September 3rd, 2025

1. General

1.1 This privacy policy (“Privacy Policy”) applies to the website operated by Barb Audiences Limited (“Barb”) at www.barb.co.uk (the “Website”), including all pages, subdomains, online tools, calculators, forms, data feeds, interactive features, and any other functionality or services made available through the Website (together, the “Website Services”). This Privacy Policy explains how Barb collects, uses, and protects any personal data that identifies you (“Personal Information”) and that you provide to Barb via the Website or the Website Services. Barb may update this Privacy Policy from time to time, and any changes will be published on the Website. Your continued use of the Website or Website Services after any changes have been published will be taken as your acceptance of the updated Privacy Policy.

1.2 This Privacy Policy describes the Personal Information that Barb may collect from you and the ways which Barb may use that Personal Information. It also tells you how you can check that the Personal Information about you that Barb keeps is accurate and how you can instruct Barb to update this information or erase this information from its files.

2. Intent

2.1 From time to time, you may be asked to submit Personal Information in order to receive or use services on the Website. By entering your details in the fields requested, you enable Barb and its service providers to provide you with the services you select. Whenever you provide such Personal Information, Barb will treat that information in accordance with this Privacy Policy. Barb respects the privacy of every individual who visits the Website.

2.2 By accessing or using the Website or any of the Website Services you confirm that you have read and agree to be bound by these Terms and by our Privacy Policy. You also consent to Barb collecting, using, storing, and transferring any personal data you provide to us in accordance with our Privacy Policy and applicable data protection laws, including the UK General Data Protection Regulation (UK GDPR) and the Data Protection Act 2018.

2.3 Personal Information will only be used for the purposes stated at the collection point or in accordance with this Privacy Policy. If applicable you may have the opportunity at the collection point to “opt in” to the receiving of promotional and/or marketing information from Barb and/or any third parties.

3. The personal information collected

3.1 Barb may request, via the Website or any Website Service, Personal Information from you which may include your name, address, e-mail address, telephone number, fax number, password, firm’s name or position of employment.

4. Barb’s use of the personal information

4.1 Barb will use your name, address, telephone number, fax number or e-mail address to contact you when necessary.

4.2 Employers, contractors and agents of Barb may be given access to any Personal Information which Barb collects, but their use shall be limited to performance of their duties in relation to the services to you provided by Barb.

4.3 Other than is required by law or as set out in this Privacy Policy, Barb will not disclose, rent or sell the Personal Information to any third party without your permission.

4.4 Barb will hold your Personal Information on its systems for as long as necessary in connection with your use of the Website or Website Services. Barb will remove it either when requested by you, when you have informed Barb that you no longer use the Website or Website Services, or when the purpose for which it has been retained has been met.

4.5 Your Personal Information may be used by Barb to contact you for “service administration purposes”. This includes communications necessary for the operation and delivery of the Website or Website Services. For example, Barb may wish to provide you with a password reminder, confirm account-related details, notify you of scheduled maintenance or service interruptions, or inform you of updates that affect your use of the Website or Website Services.

4.6 Barb will not contact you for promotional purposes, such as notifying you of improvements to the services or new services offered by Barb unless you specifically agree to be contacted for such purposes at the time you submit your Personal Information on the Website or at a later time if you sign up specifically to receive such promotional information.

4A. Licence Fee Estimator Tool

4A.1 When you choose to use our Licence Fee Estimator Tool, we collect:
(a) your contact details (name, job title, company, email, phone number); and
(b) organisation details relevant to estimating a licence fee, which may include commercially sensitive information such as total identified viewing, service type, content offering, annual company and advertising revenue, and count of Barb-related service clients.

Personal Information will only be collected and processed if you actively opt in and submit the form agreeing to be contacted by Barb. Upon submission, both you and Barb will receive an email containing the information you have provided, excluding any advertising revenue figures. Your submitted information will also be stored in the Tool’s secure back end with no fixed retention period, unless you exercise your right to request its deletion.

If you do not opt in and submit the form, no personal data will be collected by Barb. However, certain form inputs (for example, your name and email address) may be temporarily stored on your device in cookies or local browser cache to help you complete the form. Barb cannot access this locally stored information, and it will only be removed from your device if you clear your cookies or cache.

4A.2 We use this information to:
(a) contact you to arrange a consultation;
(b) assess your organisation’s potential subscription requirements;
(c) estimate a proposed licence fee; and
(d) follow up with you regarding next steps.

4A.3 We process this information under our legitimate interests in responding to prospective subscribers and managing commercial enquiries. Commercially sensitive data is treated as confidential business information and used only for the purposes of estimating a potential licence fee.

4A.4 The Licence Fee Estimator Tool is hosted by a trusted third-party provider acting as Barb’s data processor under a written contract. The provider is required to process your data only on Barb’s documented instructions, implement appropriate technical and organisational security measures, and securely delete the data when instructed. Information submitted via the Tool will be retained only for as long as necessary to fulfil the purposes for which it was collected, after which it will be securely deleted in accordance with Barb’s data retention policy.

4A.5 Your information will not be used for marketing without your consent and will not be shared with other parties except as required by law or for the purposes described above.

5. Cookies

5.1 A cookie consists of information sent by a web server to a web browser, and stored by the browser. The information is then sent back to the server each time the browser requests a page from the server. This enables the web server to identify and track the web browser. If you do not know what cookies are, or how to control or delete them, then we recommend you visit http://www.aboutcookies.org for detailed guidance or refer to the help or documentation available for your browser.

5.2 We only use cookies that are strictly necessary for the operation of the Website Services, such as those that enable secure login and maintain your session while you navigate the site. These essential cookies are exempt from the requirement to obtain consent under the Privacy and Electronic Communications Regulations (PECR). We do not use non-essential cookies for analytics, advertising, or tracking purposes.

5.3 We ONLY store cookies for users who accept the use of cookies and log in to our additional services. There are two reasons for this:
a. to log in users securely and continuously
b. to understand how the site is being used in order to improve the user experience
If you do not accept the use of cookies, you will not be able to log in to use our additional services.

5.4 Following login, we use both session cookies and persistent cookies on the Website and Website Services. We will use the session cookies to keep track of you whilst you navigate the Website or any relevant Website Service. We will use the persistent cookies to enable our website to recognise you when you visit. Session cookies will be deleted from your computer when you close your browser. Persistent cookies will remain stored on your computer until deleted, or until they reach a specified expiry date.

5.5 Users are able to use the open access area of the Barb website without consenting to the use of cookies. There are open access areas in all sections of the website. If you do visit our open access areas having not consented to the use of cookies, cookies will not be used on those areas.

5.6 The Licence Fee Estimator Tool may use strictly necessary cookies or local storage on your device to temporarily store form inputs before submission. This helps you complete the form more easily. Barb cannot access this information unless you choose to submit the form, and you can remove it at any time by clearing your browser cookies or cache.

6. Security measures

6.1 Barb will take reasonable precautions to prevent the loss, misuse or alteration of your Personal Information. Barb’s employers, contractors or agents who have access to your Personal Information are required to keep that information confidential and are not permitted to use it for any purposes other than in connection with your use of the Website or the Website Services.

7. Your rights in relation to your personal data

7.1 You have the right to request access to the personal data we hold about you, as well as to request its correction, deletion, restriction of processing, or transfer to another party, and to object to certain types of processing, in accordance with the UK General Data Protection Regulation (UK GDPR) and the Data Protection Act 2018.

7.2 We will respond to your request without undue delay and in any event within one month of receipt (this may be extended by up to two further months in complex cases, in which case we will inform you).

7.3 We will not charge a fee for dealing with your request unless it is manifestly unfounded, repetitive, or excessive, in which case we may charge a reasonable fee or refuse to act on the request.

8. Transfers of information outside the European Economic Area

8.1 Your use of the Website or Website Services may result in the transfer of Personal Information provided by you across national boundaries. By visiting the Website and communicating with us electronically, you consent to the transfer of your Personal Information outside the UK and/or European Economic Area.

9.1 This Website and the Website Services may contain links to third-party websites or resources. These links are provided for your convenience only. Barb has no control over, and is not responsible for, the content, availability, or privacy practices of any third-party website. You should review the terms and privacy policies of any third-party website you visit before providing any personal information or relying on its content.
